There is no formal appeal for a China visa refusal and no mandatory waiting period. Tell a return-for-correction apart from a refusal, review your form, invitation letter, itinerary and record, then file a corrected new application.

Bottom line first: there is no formal appeal against a China visa refusal. The correct route is to find the problem, fix it, and submit a new, corrected application. A refusal is not a permanent ban — but refiling the exact same application right away will most likely produce the same result.
A returned application usually means something was missing or in the wrong format: correct it and the case can move forward. A refusal is a decision not to issue the visa. Read the refusal notice first, and set expectations: consulates generally do not explain the specific reason in detail, so do not count on an email revealing it.
There is no mandatory waiting period: the right time to reapply is when the problem is genuinely fixed. You will need a new form and a new fee payment — fees already paid are generally not refunded. Answer honestly about the previous refusal in the new application, and consider adding a short cover letter covering just three things: what the problem may have been, what you changed, and what new documents you added. Keep it truthful and brief.
